The Ministry of External Affairs is the Competent Authority of India to issue Apostilles.

An Apostille, however, is only a verification of the document’s authenticity and not the academic contents. According to the HCCH an Apostille does not certify the contents of the document itself, but merely certifies the origin.

Transfer Certificate Apostille should therefore not be considered as an academic equivalence or recognition, but as proof of the origin of a document.

How Does the TC Authentication Process Work?

The procedure may vary but the first step is to get the appropriate Transfer Certificate from the educational institution.

The document may then need to be authenticated by the State/UT education authority. MEA’s published procedure states that educational documents should first be authenticated by the Education Department of the concerned State or Union Territory.

This is a pre-authentication whereupon the appropriate route is selected:

A Hague Convention destination: the document can be sent for Apostille.

If the destination is not a Hague destination, an additional embassy/consular legalization may be necessary, as may normal attestation.

This does not always involve a one-step process of Educational TC Attestation. The number of stages will depend on the location and the needs of the receiving authority.

School Transfer Certificate Legalization for Non-Hague Countries

If a country does NOT accept Apostille, a SCHOOL TRANSFER CERTIFICATE LEGALIZATION might be required.

MEA differentiates between normal attestation and Apostille and mentions the fact that normal attestation is applied for countries which do not recognize Apostille.

The authenticated document may then have to be taken to the appropriate foreign embassy or consulate, depending on the country of destination.

Requirements may vary greatly from country to country. They may need to be translated or have to be authenticated or in a specific format.

Transfer Certificate Embassy Attestation: When Is It Required?
